IP2M METRR for EVMS – Integrated Project/Program Management Maturity & Environment Framework
Integrated Project/Program Management Maturity and Environment Total Risk Rating (IP2M METRR) was developed to help organizations assess and improve the maturity of their Earned Value Management Systems (EVMS) and evaluate the environment in which those systems operate. Unlike traditional compliance-driven assessments, IP2M METRR provides a structured and holistic method to gauge the effectiveness of an EVMS in real-world applications.
📌 Why Was IP2M METRR Created?
The successful implementation of EVMS depends not only on meeting technical compliance but also on how well the surrounding environment supports it. Historically, organizations focused on EVMS compliance using frameworks like EIA-748, but gaps remained in evaluating organizational culture, leadership support, and resource availability. To bridge this gap, IP2M METRR was created as a research-driven approach to assess both technical execution and the supporting environment.
📌 Who Developed IP2M METRR?
IP2M METRR was developed as part of a U.S. Department of Energy (DOE)-sponsored Joint Research Study, led by Arizona State University in collaboration with 19 government, industry, and academic organizations. The research team consisted of 41 experts across government agencies, industry leaders, and academia. The framework builds upon:
✔ EIA-748 EVMS Guidelines – The foundational standard for Earned Value Management System compliance.
✔ ISO 21508:2018 Guidance – The international standard that provides best practices on Earned Value Management, supporting organizations in implementing EVM effectively within project and program management.
✔ Industry Best Practices and Lessons Learned – Incorporating decades of EVMS implementation experience from leading government and private sector projects.
📌 What Does IP2M METRR Do?
IP2M METRR offers a structured evaluation methodology that enables organizations to:
✔ Assess the maturity of EVMS processes through a graded evaluation of key attributes.
✔ Evaluate the environment in which EVMS operates, considering leadership, culture, and resources.
✔ Identify strengths and weaknesses to drive improvements in EVMS implementation.
✔ Support risk-informed decision-making by analyzing the relationship between EVMS maturity and organizational factors.
📌 The Two-Part Framework: Maturity & Environment
IP2M METRR is divided into two assessment components:
1️⃣ Maturity Assessment – Evaluates how well an organization executes EVMS processes across ten sub-processes (e.g., planning, budgeting, change control).
2️⃣ Environment Assessment – Analyzes the supporting conditions of EVMS, including culture, people, practices, and resources.
