About Us
Elixir Value Management Systems is a Veteran-Owned Small Business led by Karlo F. Menoscal, a U.S. Marine Corps Veteran with over 25 years of EVMS and Project Controls experience across Aerospace, Defense, Space, and Nuclear Energy programs. Karlo has held key roles at Boeing, United Launch Alliance, Northrop Grumman, and RTX. He has managed a $1B program budget and supported programs over $3B.
Today, Elixir Value Management Systems helps contractors build EVMS practices that warn program leaders of problems early. That means baselines that hold up at IBR, a disciplined monthly reporting cycle, credible EACs, and EVMS flowdown to subcontractors, with full EIA-748 compliance where major cost-type contracts require it. Karlo holds an MBA in Finance and is an Earned Value Professional (EVP), Project Management Professional (PMP), and Deltek Certified Cobra Administrator. He has coached over 100 PMs, CAMs, and analysts and has published over 65 EVMS articles.
